Las Vegas-based casino operator MGM Mirage plans to build a $3-billion hotel and entertainment complex on Abu Dhabi Island, in the Persian Gulf. MGM expects to build the property in conjunction with the Mubadala Development Co., the investment arm of the Abu Dhabi government. Under the agreement, MGM Mirage will develop and manage the project for a fee, and Mubadala will own it.

Planned for 50 acres on a downtown waterfront site, the project will include an MGM Grand hotel and two other MGM branded hotels totaling more than 1,200 rooms. The development, expected to open in 2012, will include a retail complex, entertainment arena, restaurants and convention facilities.

Since gambling is illegal in Abu Dhabi, the facility won’t feature a casino.
